Can I drop for free?

Yes!  If you only want to drop at free sites, and you don't want to pay the $20 fee, feel free to do so.  You will be a bit limited on which sites you can drop at, but there is no requirement that you have to pay to use the ChipDrop service.  You only have to pay to drop at the sites which require a payment.
